Metadesign is an emerging framework of practice to enable interdisciplinary design teams to change or to create behavioural paradigms.
In this instance, meta denotes something of a higher order. You can think of metadesign as designing for designing such that the process allows for the possibilities of designs that would not otherwise emerge.
Its roots go back to the development of complexity theory and ecological thinking.
